Elliptical Wheels in Circular Rings

Elliptical wheel add new degrees of freedom: the orientation of the major vs. minor axis, and also the orientation of the pen position with respect to the major axis. Note that a given pen radius from the center can be within the ellipse when aligned with the major axis, but outside the ellipse when aligned nearer the minor axis.
